So the senate ordered Commissioner Ziegler to do a study of island conditions. Ziegler concluded there was no emergency on the island requiring regularly scheduled state ferry service. With the state's entire winter fleet consisting of the leased Sainte Marie (II), he was afraid that the strain of bucking a different channel through the ice to reach the island regularly, might accidentally put the old icebreaker out of service. He added that the ferry had made two emergency trips over the winter, and that with air service, and the Mackinaw also available, no scheduled state ferry was needed.Oliver talks to Remmick, trying to accept the plea deal she offered earlier. Remmick takes back the offer; she now believes the jury will convict both of the twins of murder, and she doesn't need to make a deal anymore.
